Xiao Jianhua (Chinese: 肖建华, born c. 1972) is a Chinese-Canadian businessman and billionaire known for managing assets for descendants of prominent Chinese leaders. In 2017, he was taken to mainland China. Chinese diplomats from Canada were not informed of his alleged trial.

Xiao was born in Feicheng, Shandong, China, in 1972 to a teacher. At the age of 14, Xiao enrolled in Peking University on a scholarship and joined the Communist Party of China there. He disapproved of the 1989 demonstrations in Tiananmen Square. He graduated from Peking University with a law degree. In August 2022, Xiao was sentenced in China to 13 years in prison for fraud and corruption.

Orders for Xiao’s incarceration were made in 2013, but connections within the Chinese government notified him first, and he fled to Hong Kong, according to a report released in 2017. He was a resident of the Four Seasons.

Xiao was seized from his room in the Four Seasons Hotel Hong Kong on January 28, 2017, during the Chinese New Year, by plainclothes Chinese security guards who were not formally permitted to work there by Hong Kong authorities. Then, to circumvent border controls, Xiao was taken by boat to mainland China.

Although the Chinese government has not made an official statement about Xiao’s incarceration, it was alleged that Xiao had close ties to numerous family of party officials and leaders, whose funds he had managed. Xiao was particularly linked to the so-called Jiang Zemin group, which also included the offspring of Zeng Qinghong and Zhou Yongkang. [Reference needed]

According to a South China Morning Post article from September 2018 that cited anonymous sources, Xiao would soon go on trial for “manipulating stock and futures markets” and “offering bribes on behalf of institutions.”

In the 1990s, Xiao started his commercial career by peddling IBM and Dell computers close to the Peking University campus. He additionally worked for Microsoft. He amassed a $150 million net worth in a short period of time.

Owner of Tomorrow Holding (doing business as Tomorrow Group), Xiao is a diversified investment firm with interests in coal, cement, rare earth mining, banking, insurance, and real estate development.

In addition to being the largest stakeholder in Baotou Tomorrow Technology, he also holds non-controlling interests in Ping An Insurance, Harbin Bank, Huaxia Bank, and the Industrial Bank, according to The New York Times.

Over the course of his career, Xiao is said to have “worked on behalf of a number of influential families” in China. The New York Times has called him “a banker for the ruling class.”

He has a $6 billion estimated net worth in 2016.

By purchasing a 50% stake in CCB International Yuanwei Fund Management, an investment management firm run by Xi Jinping’s sister Qi Qiaoqiao, Xiao’s connections to members of China’s ruling elite were made clear. News reports claim that Xiao was also associated with the company Pacific Securities, which was eventually charged with aiding in money laundering.


Zhou Hongwen, from Baotou in Inner Mongolia, is the Wife of Xiao. He gained Canadian citizenship and bought a home there. Additionally, he has a diplomatic passport from Antigua and Barbuda that he obtained a few days prior to his kidnapping. He also owns a private plane and houses in the United States.


Beijing Beida Tomorrow Resources Technology

Beijing Beida Tomorrow Resources Technology, a business that Peking University Resources Group held 20% of, served as the foundation of Xiao’s corporate empire. The Baotou Municipal Government sold the corporation a 47% share in an intermediate parent company of Baotou Tomorrow Technology (formerly known as Baotou Yellow River Chemical Industry) in 1999.

Beijing Beida Tomorrow Resources Technology also had the authority to propose the chairman of the board, the general manager of the intermediate parent company, and three of the business’s five directors. The parent company of the intermediary was changed to Baotou Beida Tomorrow Resources Technology. While Zhou Hongwen, his wife, served as president of Beijing Beida Tomorrow Resources Technology in 1999, Xiao Jianhua was selected as the chairman of Baotou Tomorrow Technology.

Tomorrow Holding

Xiao’s cousin, Xiao Weihua, reportedly owns 29% of Tomorrow Holding, according to a 2015 annual report released by Baotou Tomorrow Technology. According to rumors, Xiao Jianhua does not directly own his assets; rather, he does so through his wife or family members. One source claims that Xiao and his wife had a 50% joint ownership interest in Tomorrow Holding at one time.

Shanghai Ace (SSE: 600652) was a company that Tomorrow Holding and its affiliated entities owned 5.75% of the stock of. Even though only seven new directors were elected that year, and the board had only 13 members overall, Xiao Jianhua and his wife Zhou Hongwen, along with four other members of Tomorrow Holding, were chosen as Shanghai Ace’s new directors. Deng Jingshun, the new chairman of Shanghai Ace and later vice-president of Tomorrow Holding, was the only new director who appeared to have no relation to Tomorrow Holding. The action gave Tomorrow Holding an absolute majority on the listed company’s board.

Tomorrow Holding transferred their ownership in Baotou Tomorrow Technology in 2008 to Zhengyuan Investment (Chinese: ; ‘Zhèngyuán tóuz’), which at the time was 30% controlled by Beijing Beida Jade Bird, a Peking University associate firm, and other businesses.

But in 2012, owners other than Beijing Beida Jade Bird sold a 36% interest in Zhengyuan Investment to Tomorrow Holding. Xiao Weihua owns 5% of Baotou Beipu Industry, which is held by Zhengyuan Investment, while the remaining 95% is owned by Baotou Tomorrow Technology and 34.60% and 95%, respectively, by Zhengyuan Investment. Baotou Tomorrow Technology also has a 0.25% share owned by Baotou Beipu Industry.

Numerous Tomorrow Holding companies, including Huaxia Life, Tianan Life Insurance, Tianan Property Insurance, New Times Trust, Yi’An Property Insurance, and New China Trust, have since been taken over by Chinese regulators, including the China Banking and Insurance Regulatory Commission.

Xiao donated $50 million to his alma mater, Peking University, and Tsinghua University. He also pledged a $10 million donation to Harvard University.


As his corporate empire grew, Mr. Xiao became wealthy, amassing an estimated $5.8 billion in net worth.
